文章根据《行政处罚法》分析了《道路运输违章处罚规定（试行）》及其在执行中存在的问题，并提出了修改规章的建议及解决问题的措施。
According to the “Administrative Punishment Law”, the article analyzes the Provisions on Penalties for Violation of Road Traffic (Trial Implementation) and the problems existing in its implementation, and puts forward some suggestions on how to amend the regulations and measures to solve the problems.
