’95 Progresses in Economic System Reform (1) New progress has been made in the reform of state-owned enterprises. First, the pilot work for the establishment of a modern enterprise system has been fully rolled out. Most of the 2,000 pilot companies selected by the state and provinces and cities have formulated and adopted implementation plans, and some have entered the actual operation stage. State-owned holding company’s three state-owned aviation, petrochemical, and non-ferrous metals companies have been identified by the State Council
