当特殊教育发展到一定水平,必然会引发特殊教育对象的细化和扩大,特殊教育服务对象的多元化发展是一种国际大趋势。纵观国际社会近年来的特殊教育改革历程,无论是美国、澳大利亚,还是欧洲的挪威、芬兰、英国、法国,又或是亚洲的日本、以色列等国,均有两个极其显著的特点:一是立法扩大特教服务对象。通过出台各类法规政策保障各类有特殊教育需要儿童的各项权利,保证特殊教育拨款充足。二是设立多元化的支持机构。从国家到地方成立了类似特殊教育支持中心、特殊教育资源中心等的多样化支持机构,配备专门的机构协调人。从“特
