1992年以来,全国人大分别授予我省深圳、珠海、汕头经济特区授权立法权。至2000年8月,深圳、珠海、汕头市人大及其常委会分别制定特区法规151项、26项、24项,有力地推动和保障了本地区的改革开放和社会经济的发展。但是,由于各方面的原因,经济特区的立法还存在这样或那样的问题。本文拟就我省经济特区立法中存在的比较突出的法规的适用范围问题,作粗浅的探讨。
Since 1992, the NPC has granted the provinces of Shenzhen, Zhuhai and Shantou special economic zones the right of authorizing the legislative power. By August 2000, the NPC Standing Committees of Shenzhen, Zhuhai and Shantou and their standing committees respectively formulated 151, 26 and 24 special zones laws and regulations, which have effectively promoted and ensured the reform and opening up as well as the social and economic development in the region. However, due to various reasons, there are some problems with the SEZ legislation. This article intends to discuss the application of the more prominent laws and regulations existing in the legislation of special economic zones in our province.
