“法人层次管项目”的推行,一方面是为了避免管理分散的弊端,另一方面则是为了发挥集中管理的优势。“法人层次管项目”是在企业,特别是在建筑施工企业的管理实践中被提出和逐步完善的一个概念。它首先是一种管理手段,是具有法人资格的主体对于具体项目的一种监督、奖惩和指导的管理方式。事实上,在法人规模较大(比如集团公司)、具体项目多且分散的情况下,法人不可能对项目进行直接管理。一是因为法人没有能力对所有项目直接进行管理,面面俱到;二是因为即使法人能够直接管理项目,也必定是管理成本过高,而且这样会打击项目的积极性,还会使法人管理层无暇做其它更具战略性的工作。
