莱芜市的社会保险制度改革是从1986年对合同制工人实行社会劳动保险开始的,十多年来,已建立起了包括基本养老保险、失业保险和生育保险在内的较为完善的社会保险体系,社会保障功能日趋强化,有力地促进了全市社会稳定和经济持续健康发展。企业职工养老保险体系基本形成。从1986年起,全市合同制职工、企业固定工、私营企业职工和个体劳动者相继实行了社会养老保险,已覆盖了城镇所有从业人员。到目前为止,全市385家企业的96700名在职职工和11795名离退休职工
