作为劳动者,灵活就业群体较之正规就业群体在养老、疾病等方面要承担更大的风险,由于制度设计、经办管理、灵活就业人员自身等方面存在的一些问题和困难,灵活就业群体基本被排除在现有社会保险制度之外,参加社会保险的比例很低。基于此,本文尝试对城镇灵活就业人员的养老保险问题进行一番探讨,以期对促进灵活就业人员参加养老保险有所裨益。
