乌鲁木齐铁路局管内90％的站、区条件艰苦,环境恶劣,处于闻名全国的百里风区、三十里风口、安西风库、吐鲁番火洲和海拔3000米的冰山达坂。长期生活工作在这里的职工,发扬扎根边疆的创业精神、艰苦奋斗的献身精神、高度负责的主人翁精神,保证了西北大动脉的畅通无阻,谱写了光辉的篇章。然而恶劣的自然环境对职工队伍也产生了很大的影响。特别是近年来受拜金主义思潮的冲击,处在艰苦环境中的职工思维定势、价值取向发生了明显的变化,影响职工队伍稳定的不利因素增加。 面对这一现实,路局党委于1990年底确立了“镜头对准职工,笔头描写一线,为长期扎根艰苦地区忘我奉献的职工树碑立传”的思想政治工作思路。
