回顾改革开放以来,中国出版业在国际化的道路上,曾经发生过两次重大的突破和转折。一次是上世纪90年代,伴随着我国对外开放的进程,出版界以引进海外版权为标志的商业活动迅速地发展起来,一时间海外图书大量地进入中国,一方面对于促进中国出版改革和国际化、商业化,满足人们精神文化需求,起到了重要作用;另一方面,在引进与输出的意义上,也形成了巨大的商业逆差。再一次是2004年以来,我国针对国民经济发展的需求,以及中国的国际地位的现状,与时俱进,明确地提出了文化“走出去”的战略方针。应该说,这两次变化是一个
