近代中国首笔航空外债诞生于北洋军阀时期,这是近代以来中国经济残破,国家财政空虚,政府运行和实业发展长期仰赖外债恶性积累的结果。首笔航空外债以建立空军为主要动机,兼及民用航空的兴办,符合中国近代化的需要。本次借款所购飞机及设备,为飞行人才的培养提供了更好的物质条件,为民航运输航线的开辟准备了物质基础。但是,不顾实力的滥借外债,债务难以清偿,增加了财政负担,货物价款虚高,余款用途不明,飞机多次被军阀瓜分,主要用于军阀内战。因此,首笔航空外债成为近代外债史上之又一“恶”债,它再次揭示了只有民族独立,国家统一,政治稳定才能真正“利用外资”强国富民。
In modern China, the first aviation foreign debt was born during the period of the Beiyang warlords. This is the result of China’s economic doldrums, empty state finances, government operations and industrial development that have long relied on the vicious accumulation of foreign debt in the modern era. Therefore, the first foreign debts became another “evil” debt in the history of modern foreign debts. It once again revealed that only by using national independence, national reunification and political stability can they truly “use foreign capital” and make their country rich and rich.
