近几年PPP模式快速发展起来,为了适应现代经济的发展,国家市政工程越来越多地鼓励支持私人企业、民间资本参与到公共基础设施建设中来,因此新模式下企业人力资源规划需要作出新的调整。本文基于PPP模式下公司经营运作的新特点,分析了PPP模式下公司面临人才短缺,亟需具有综合性管理经验和投资开发专业的人才资源,并基于这样的现状阐述了PPP模式下公司人力资源规划需要从观念、职业发展通道、企业氛围、奖励机制以及绩效评估等方面进行完善,才能适应PPP模式发展的新需求。
