美国、日本通过立法等手段保障中小学图书馆发展。美国的《初等与中等教育法》和《不让一个孩子落伍法》,在推动美国中小学图书馆发展中起了重要作用。日本的《学校图书馆法》及与其配套的十个规章,明确了学校图书馆运营、基准藏书数量、经费、工作人员等。建议国家尽快制定《学校图书馆条例》,保障中小学图书馆的经费投入,建设好馆藏资源,配备专业的图书馆工作人员,加强对图书馆工作的全面评估。
The United States and Japan guarantee the development of primary and secondary school libraries through legislation and other means. The U.S. “Elementary and Secondary Education Law” and the “No Child Left Behind Law” play an important role in promoting the development of the U.S. primary and secondary school libraries. Japan’s “School Library Law” and its accompanying 10 regulations, a clear school library operations, the benchmark collection of books, funding, staff and so on. It is suggested that the State formulate the “Regulations for School Libraries” as soon as possible so as to ensure funding for primary and secondary libraries, build good collection resources, equip professional library staff, and strengthen the overall assessment of library work.
