在我国,随着社会的转型和老龄化社会的到来,如何正确处理离退休人员的各项工作显得尤为重要,中央给予了高度重视,从1997年就开始制定相关政策对国有企业离退休人员的管理制度进行了一系列改革。但由于人们对治理理论理解程度的不同,复杂的社会治理范式还没有形成。再加上各地政府给予的重视程度不同,各地经济发展不平衡,以及社区和社会服务机构规范程度的不同,在探索离退休人员的治理过程中呈现出了许多问题。如果得不到有效控制,势必对社会政治稳定构成威胁。
