2013年2月28日,印度政府公布了2013—2014财年联邦预算报告。根据该报告,新财年联邦预算为166529.7亿卢比(约3000亿美元),其中国防预算为20367.21亿卢比(约374亿美元),较上一财年国防预算增加约5.31%。新财年国防预算公布后在印度引起了极大争议,不少国防战略分析专家批评新预算不利于军队现代化建设。本文拟在分析印度2013—2014财年国防预算基本特点、出台背景的基础上,探讨新预算对印度军队现代化建设的影响。
On February 28, 2013, the Indian government announced the federal budget report for fiscal year 2013-2014. According to the report, the federal budget for the new fiscal year is 1,665,297 million rupees (about 300 billion U.S. dollars), of which the national defense budget is 2,036.721 billion rupees (about 37.4 billion U.S. dollars), an increase of about 5.31% over the previous fiscal year’s defense budget. After the announcement of the national defense budget in the new fiscal year, great controversy has been caused in India. Many defense strategy analysts have criticized the new budget for its undermining of the army’s modernization. Based on an analysis of the basic characteristics of India’s defense budget in 2013-2014 and its background, this article intends to explore the impact of the new budget on the modernization of India’s armed forces.
