绩效管理,作为一种科学管理模式,在黑龙江省地方政府管理史上的演变和沿革,以及该科学管理模式的发展方向成为我们探究地方行政管理的重要课题。政府绩效评估作为一种科学管理工具被引入中国后,在我国政府管理体制改革和行政职能转变中得到了广泛应用,政府绩效管理逐渐成为政府发展的重要管理手段。由于我国市场经济体制的不断完善,我国对政府管理提出了更高的要求,而提高政府管理绩效管理是重中之重。实施政府绩效管理已成为世界各国政府管理的一个必然趋势,也是我国政府提升执政能力、执政管理水平的一种重要管理工具。政府绩效管理在政府管理改革中居于举足轻重的地位,完善地方政府绩效管理是深化行政体制改革和转变政府职能的必然要求。加快地方政府职能的转型,提高地方政府绩效管理水平是一个长期的任务。黑龙江省地方政府的绩效管理利用平衡计分卡建立科学的管理评价指标体系,从而改善了政府绩效管理评价法治环境,完善了政府绩效管理评价工作机制。黑龙江省地方政府的绩效管理经历了从科学试点、正式应用到积极拓展、全面推广、取得实效的过程。

Speeding up the transformation of local government functions and improving the performance management of local governments is a long-term task. Performance Management of Local Government in Heilongjiang Province By using Balanced Scorecard, a scientific management evaluation index system is established to improve the government performance management evaluation of the rule of law environment and improve the government performance management evaluation mechanism. The performance management of local government in Heilongjiang Province has undergone a process of from scientific experiment and formal application to actively expanding, comprehensively popularizing and actualizing.
