本文分析了海事系统部门预算编制的现状及存在的问题,重新认识国库集中支付改革对部门预算的要求,就海事部门如何完善部门预算改革,适应财政国库管理制度改革提出建议。 This paper analyzes the status quo and existing problems in the budget preparation of the maritime system department, re-understanding the requirements of the state treasury payment reform on departmental budgets, and puts forward suggestions on how to improve the departmental budget reform in the maritime sector and to adapt to the reform of the treasury management system.
