In this irreconcilable contradiction, the issue is not about the technical aspects of cultural relic protection, but how to treat and use these cultural relics in accordance with the values of the preserving country or the values of the native culture. How many stories do you think a mural is about? In Bindi eyes, artifacts as a greater role as an ornament. If the protection is really in place, there is nothing wrong with grounding the cultural relics, but exposing the monuments nakedly and cater to the motivation for income generation and fundraising is contrary to the ethics of the museum.
