水电站建设过程中,工程变更存在立项审批不严、申报滞后、争议拖延等现象,影响到工程投资控制、施工进度以及和谐稳定。主要原因在于对工程变更重视不够、跟踪不力、处理滞后、考核不严。结合目前参建各方的实际情况,修订变更管理时间、严格考核管理代表、细化招标文件条款、调动相关方积极性,切实提高工程变更管理的水平。
In the process of construction of hydropower station, there are such problems as lack of approval of project approval, lagging declaration, delay of controversy, etc., affecting project investment control, construction progress and harmony and stability. The main reason is that insufficient attention to project changes, poor tracking, handling lag, lax assessment. In light of the actual conditions of the participating parties, the Company revised and changed the management time, strictly examined the management representatives, refined the terms of the bidding documents, mobilized the enthusiasm of relevant parties and effectively improved the level of project change management.
