目前中国铁路大建设正在以前所未有的规模展开。对“十一五”及其以后建成投入运营的、规范组建为股份制企业的铁路运输企业(包括铁路客运专线公司、专业运输公司以及客货混营的铁路公司),应该实行在略高于或高于现行统一运价水平的基准运价基础上的上下限运价管制的体制。铁路投融资体制改革的推进,铁路运输体制改革的推进,都需要铁路运价管理体制改革的协调配合。而运价制度的改革需要得到政府、社会和广大民众的理解,更要依靠国家物价主管部门的理解和支持,依靠国务院的最终决策。
At present, China’s railway construction is being carried out on an unprecedented scale. The “Eleventh Five-Year” and after the completion of its operation, the standard formation of a joint-stock enterprises of railway transport companies (including railway passenger transport companies, professional transport companies and passenger and freight mixed railway company) should be implemented slightly above or Higher than the current uniform tariff level based on the benchmark tariffs on the lower limit of tariff control system. The reform of the railway investment and financing system and the progress of the railway transport system reform all require the coordination and cooperation of the rail freight management system reform. The reform of the tariff system needs to be understood by the government, the society and the general public. It must rely on the understanding and support of the competent price departments of the state and rely on the final decision of the State Council.
