为确保第24届世界大学生冬季运动会期间的消防安全,黑龙江省公安消防总队立足于保卫任务需要和地域气候特点,严格执勤战备制度,狠抓灭火救援准备工作落实,全方位立体化加强冬季执勤战备工作。从2008年12月22日至2009年1月3日,总队共抽调有关人员成立5个督察组,分赴全省各地市的公安系统消防支队,结合重点工作推进指导、执勤战备的“四强化”。
