外经贸管理部门转变观念,强化全面服务功能,提高服务水平,构造服务导向的外经贸管理新模式,应成为我国外经贸“十五”规划的重要指导思想和基本切入点。这既是国内市场化改革的客观要求,也是面对全球化浪潮的必然选择。同时,面对外部冲击和调整的压力,企业也需要政府的全面服务与支持。作为新模式形成的基本制度条件,“十五”规划中需要做出明确部署的,无疑是政府职能的转换,外经贸职能部门与企业在市场中的地位的重新界定。要实现新模式,政府需要以市场的观点去重新审视以往的政策规范和各种习惯性做法,在政策和业务的层面上做出一些市场取向的、符合多边规则精神的创新性安排。
Foreign trade and economic management departments should change their concepts, strengthen their overall service functions, improve service levels and construct service-oriented new modes of foreign trade and economic cooperation. They should become an important guiding principle and a basic entry point for China’s foreign trade and economy in the Tenth Five-year Plan. This is both an objective requirement for the marketization of the domestic market and an inevitable choice in the face of the tide of globalization. At the same time, in the face of the pressure of external shock and adjustment, enterprises also need the full support and service of the government. As the basic institutional conditions for the formation of the new model, it is undoubtedly the transformation of governmental functions and the redefinition of the position of foreign trade and economic departments and enterprises in the market that need to be clearly deployed in the 10th Five-Year Plan. In order to realize the new model, the government needs to reexamine the previous policy norms and customary practices from a market point of view and make some market-oriented and innovative arrangements at the policy and operational levels in line with the spirit of multilateral rules.
