Recently, the Central Government has promulgated the Regulations on the Appointment and Appointment of Leading Cadres of the Party and Government (hereinafter referred to as the “Regulations”). The most landmark “project” in the cadre personnel front is the Interim Regulations on State Civil Servants promulgated by the State Council in 1993, the Interim Regulations on the Selection and Appointment of Leading Cadres of the Party and Government issued in 1995 by the Central Government, the “ System Reform Outline ”and the“ Regulations on the Selection and Appointment of Party and Government Leading Cadres ”promulgated by the Central Government in 2002. Looking back ten years, the reform of the cadre and personnel system in our country has left a deep and solid foot print. The party’s cadres’ lines, principles and policies have been thoroughly implemented in an all-round way. They have made great efforts in selecting, appointing, training, educating,
