在社区矫正国际准则的指导下,欧美各国以及我们的近邻日本、新加坡等都已经积累了丰富的社区矫正实践经验,许多国家和地区的非监禁人数已经大大超过了监禁人数。社区矫正在发达国家先行实践并非偶然,其制度莫不是建基于高度发达的经济、完备的社会保障机制、成熟的社区建设、市民社会与政治国家的二元结构以及庞大的志愿者队伍等客观因素之上。我国的社区矫正试点是在借鉴域外经验的基础上展开的,司法部相关领导以及部分学者曾先后走访美国、加拿大、澳大利亚 Guided by the international guidelines for community correction, all countries in Europe and the United States, as well as our close neighbors Japan and Singapore, have accumulated rich experience in community correction.
