在中国中西部地区,县级地方政府为了土地财政,大搞房地产开发,但房子却卖不出去,使得土地财政成了垃圾财政,进而导致严重的金融风险。笔者认为,这一问题已十分严重。对中西部地区而言,政府能否获得土地财政,根本问题是要有房地产的有效需求。一般来讲,在中西部地区的县一级,房地产的有效需求并不大。因为当地经济不发达,缺少工商业的充分发展。而从事农业生产的农民,即使愿意买也买不起,就是买得起,也住不下来,因为农业生产必须就近,住在县城务农,显然不靠谱。在这种情况下,要获得土地财政收入,几乎唯一的办法就是打农民工的主意,因为农民工前往沿海地区和
