浙江省特殊教育近十年发展进入了全面发展的阶段,取得了长足进步。但也存在一些问题:残疾儿童少年受教育机会不足、受教育程度太低,特殊教育资源布局、财政投入结构不合理,特殊教育教师队伍建设滞后,特殊教育管理体制需要进一步完善。据此建议:1.普及特殊教育义务教育,保障残疾儿童受教育权益;2.特殊教育向学前和高中阶段两头延伸,不断优化特殊教育层次结构;3.深度推进普特教育融合,促进特殊教育公平均衡发展;4.加强特殊教育教师队伍建设;5.统筹和整合多部门对特殊教育的管理。
Zhejiang special education has entered the stage of all-round development in the past decade and made great strides. However, there are also some problems: children with disabilities have insufficient educational opportunities, education levels are too low, the special education resources are laid out, the structure of financial input is irrational, the construction of special education teachers lags behind, and the special education management system needs to be further improved. Therefore, it is suggested that: (1) To popularize the compulsory education of special education so as to guarantee the rights and interests of children with disabilities in education; (2) To extend the special education hierarchies through special education to both ends of the pre-school and high school; (3) To push Putu education into full play and to promote special education Fair and balanced development; 4. strengthen the construction of special education teachers; 5. co-ordinate and integrate multi-sectoral management of special education.
