在建设现代职业教育体系的过程中,教师队伍仍是制约高职教育内涵发展的薄弱环节,突出表现在原有师资基础薄弱、来源渠道单一、业务素质偏低、数量严重不足和培训保障不力等方面。职业教育的“职业性”决定了职教的师资应具备比本科院校更多的行业气质。自1997年《国家教委关于高等职业学校设置问题的几点意见》中提出配备“双师型”专任教师至今,高职教师发展的专业化、制度化、规范化一直是高职师资队伍建设研究的热点。
