目的调查分析泉州市疾控系统人力资源现状,为优化配置和制定人才政策提供依据。方法对泉州市和下辖的12个县(市、区)疾控机构人员数量、学历和职称等情况进行分析。结果泉州市疾控系统人力资源数量总体不足,核准编制人数总体偏少(配置0.43人/万),且在岗在编人数尚未达到核准编制人数,人员工作负荷大;在岗在编人员以中青年(平均38.7岁)、本科以上学历(56.2%)为主;中级职称人员偏少(31.4%),年轻专业技术人员晋升困难。结论泉州市疾控系统队伍年轻、学历较高,政府应加大人力资源建设投入,建立可持续发展机制,增加编制,提高待遇,吸纳并留住人才。
Objective To investigate and analyze the status quo of human resources in Quanzhou City’s disease control system, and provide basis for optimizing the allocation and formulation of talent policy. Methods The number, education, and professional titles of the disease control institutions in 12 counties (cities, districts) under the jurisdiction of Quanzhou City were analyzed. Results The total number of human resources in the disease control system of Quanzhou City was generally insufficient. The overall number of approved personnel was relatively low (with an allocation of 0.43 person/million), and the number of in-service staff in posts did not reach the authorized number of staff, and the workload of staff was large; the staff in posts were young and middle-aged ( An average of 38.7 years old) and a bachelor degree or above (56.2%) are the main types; the middle-level titles are relatively small (31.4%), and young professional technicians are difficult to promote. Conclusion The team of the disease control system in Quanzhou City is young and highly educated. The government should increase investment in human resources construction, establish a sustainable development mechanism, increase the establishment, increase treatment, and attract and retain talents.
