在民族地区公共管理环境多样性和复杂性的背景下,解决基层管理与服务中“主体缺位”和“管理真空”问题是理论和实践议题。基于百色市“农事村办”的创新实践,探讨无缝隙组织结构、村社化服务和网络型运行机制的基层政府管理创新进路和成效,从现实困境可见客观环境、服务授权等内外部影响因素对民族地区基层政府管理创新的影响,需从组织结构、管理主体、管理制度等方面推进民族地区基层政府管理创新的可持续发展。
In the context of the diversity and complexity of the public administration environment in minority areas, it is a theoretical and practical issue to solve the problems of “absence of the subject” and “management of the vacuum” in the management and service at the grass-roots level. Based on the innovative practices of Baise City and “Farming Village Office”, this paper explores the innovation and effectiveness of grassroots government management with seamless organizational structure, village social service and network operation mechanism. From the realistic predicament, we can see the objective environment, service authorization, etc. The influence of external factors on the management innovation of grass-roots government in minority areas needs to promote the sustainable development of grass-roots government management innovation in ethnic areas from the aspects of organizational structure, management subjects and management system.
