实现安徽水利的可持续发展,离不开水利人才队伍的强力支持,省水利系统各级领导班子建设是人才队伍建设中的重中之重。民主生活会是加强领导班子建设的一项重要制度。认真执行这一制度,对于加强党内监督,提高领导干部素质,增进团结,提高解决领导班子自身问题的能力,增强党组织的凝聚力和战斗力,有着十分重要的现实作用和意义。近期,笔者参加了厅属部分单位的民主生活会,总的感觉是：民主生活会会前、会中、会后三个阶段的工作,开展得较认真,符合现行规定程序,大多数单位会议效果较好。不可否认,在少数单位或少数领导干部身上也存在着会前学习不深入、征求意见不充分、发言提纲质量不高、批评与自我批评流于形式、会后整改不够重视等问题,使民主生活会质量大打折扣,这些都是需要认真改进的。那么,如何进一步提高民主生活会质量呢?笔者认为,应做到严把“七关”。

So, how to further improve the quality of democratic life? I believe that should be strict “seven off.”
