建立符合审判权运行规律的司法体制与科学合理的管理监督评价责任体系是保障人民法院依法独立公正行使审判权、促进法院组织结构优化中不可偏废的“双行轨道”。根据各地试点法院进行审判权运行机制改革的尝试,审判团队已成为司法管理新常态下紧密协作的新的办案单元和管理单元,具备了审判组织职权配置以及人事配置管理的层次维、领域维、过程维的管理三维体系,笔者以审判团队为业绩评价体系构建的切入点,科学界定团队业绩评价范围,构建符合审判规律的评价路径,以期为进一步完善法官员额制、司法责任制,推动法官职业化建设提供可供参考的全面客观的评价结果。
