网络参与是近年来公共管理领域的研究热点。现有文献中,从公众角度切入的研究忽略了对其可持续性的考察。由于公众网络参与存在于政策过程中的各个阶段,在某种程度上可以看做是公众与政府之间的博弈,因此,可持续性是反映其在博弈过程中影响力的重要内容,值得关注。政策过程中公众网络参与的可持续性由公众的敏感度、网络参与的持续时间和施加影响的作用强度三个要素构成。三个结构性要素分别由公众的注意力、意见结构和利益关联直接决定。随着政策过程的推进,三个决定性要素分别减弱,共同造成了公众网络参与在单一政策过程中难以持久。
Internet participation is a research hotspot in the field of public administration in recent years. In the existing literature, the research from the public point of view ignores the study of its sustainability. Since public participation in the network at all stages of the process of the policy can be seen as a game between the public and the government to a certain extent, sustainability is an important content that reflects its influence in the game process and deserves attention . The sustainability of public network participation in the policy process consists of three components: the public’s sensitivity, the duration of network participation and the intensity of the impact exerted. The three structural elements are directly decided by the public’s attention, opinion structure and interest relationship respectively. As the policy process progresses, the three decisive factors have weakened respectively, which together make the public participation in the network difficult to sustain in a single policy process.
