Japan intends to develop a space shuttle model of manned and unlabeled cargoes. The Advisory Group submitted a report to the Bureau of Science and Technology recommending that the work on developing this model should be included in the national plan. The report points out that it would be more effective to develop two different types of spacecraft because the design concept of the space shuttle should be safety first and the space shuttle required cost-effectiveness and large carrying capacity. Based on the above proposal, the first satellite launch vehicle H-2 completely developed by Japan itself could carry an H-2 orbiting aircraft called “Hope” (cargo) to the space station which landed along the runway when it returned to Earth .
