海外石油项目日益增多,其成功运作除了要有精湛、配套的技术和资金保证外,关键在于全面提升管理水平,而管理的关键在于人才的管理。海外石油项目人力资源管理的面临政治、人文、经济、法律诸多不同于国内项目的特点,目前一些项目运行过程中存在责任、权利的不对等,人才结构、薪酬、激励、培训、开发等方面不合理,本文建议从海外石油项目经理的选拔、组织计划编制、人员获取和项目团队开发四个方面进行改进,并提出了切实可行的对策,以保证海外项目的持续顺利运行和后继项目的智力支持。
The overseas oil project is increasing day by day. In addition to its superb operation, supporting technology and financial guarantee, the key lies in improving the overall management level. The key to management lies in the management of qualified personnel. Human resources management of overseas petroleum projects faces many different characteristics from domestic projects in terms of politics, culture, economy and law. At present, there are some problems in the operation of some projects, such as non-equivalence of rights, talent structure, remuneration, incentives, training and development. Reasonable, this paper proposes to improve the overseas oil project manager selection, organizational planning, personnel acquisition and project team development from four aspects and put forward practical measures to ensure the smooth operation of overseas projects and the intellectual support of the successor project .
