党中央、国务院高度重视规范国有企业特别是中央企业负责人薪酬管理。党的十八届三中全会明确提出,要合理确定并严格规范国有企业管理人员薪酬水平。习近平总书记多次作出重要指示,要求进一步加强和改进中央企业负责人薪酬管理,规范收入分配秩序。李克强总理在今年的《政府工作报告》中也明确提出,要加强和改进国有企业负责人薪酬管理。这次研究制定《中央管理企业负责人薪酬制度改革方案》,就是贯彻落实党中央、国务院决策部署的重要举措。
The Central Party Committee and the State Council attach great importance to standardizing the remuneration management of state-owned enterprises, especially the heads of central enterprises. The Third Plenary Session of the 18th CPC Central Committee made it clear that we must reasonably determine and strictly regulate the remuneration levels of SOE managers. General Secretary Xi Jinping made important instructions on many occasions, calling for further strengthening and improving the salary management of heads of central enterprises and regulating the order of income distribution. In his “Report on the Work of the Government” this year, Premier Li Keqiang also explicitly stated that it is necessary to strengthen and improve the remuneration management of heads of state-owned enterprises. This study formulated the “Plan for the Reform of Salary System for Central Personnel in Management Enterprises”, which is an important measure for implementing the decision-making arrangements made by the Central Party Committee and the State Council.
