上合组织框架为成员国各方参与经济合作和投资创造了良好的环境,各成员国间的资源、经济互补性和地缘经济利益、投资环境的改善,有利于区域合作的发展。面对经贸合作政治意愿不足、发展战略有差异、世界经济低迷的现实,制度化安排为核心的强制性变迁必须成为中亚区域经贸合作的主导。借鉴欧亚经济共同体经济合作的经验,新疆区域经贸合作应从民族地方立法、地方合作论坛和中哈霍尔果斯口岸等方面寻求突破,在促进投资、海关便利化、推进能源合作等方面达成共识。
The SCO framework has created a favorable environment for all parties in the member states to participate in economic cooperation and investment. The resources, economic complementarities and geo-economic interests among member countries and the improvement of the investment environment are conducive to the development of regional cooperation. In the face of the lack of political will for the economic and trade cooperation, the differences in development strategies, the fact that the world economic downturn is the reality and institutional arrangements as the core must take the lead in economic and trade cooperation in Central Asia. Drawing on the experience of the economic cooperation between the Eurasian Economic Communities, the regional economic and trade cooperation in Xinjiang should make breakthroughs in areas such as local ethnic legislation, local cooperation forums and Sino-Kazakhstan Horgos Port, and reach consensus on promoting investment, facilitating customs exchanges and promoting energy cooperation .
