至今,离2003年十六届三中全会提出科学发展观已有2年。对于什么是科学发展观,广大领导干部都已有深刻的认识。当前问题的关键不是广大领导干部懂不懂科学发展观,而是愿不愿、会不会用科学发展观的问题。因为,科学发展观直接影响着广大领导干部怎样出政绩和出多少政绩的问题。基于这样一种认识,自治区党委副书记刘奇葆在《求是》杂志2005年第17期上撰文指出：“领导干部树立和落实科学发展观,关键在树立正确的政绩观。”这不仅告诉了我们解决科学发展观的关键问题是什么,同时也对全区广大领导干部提出了希望,要树立正确的政绩观,坚持为民树政绩,把实现人民群众的根本利益作为追求政绩的根本目的。本刊特载此文,供广大领导干部学习。
