我国地质系统开展安全卫生技术工作30多年来的历程，是一个“三起”、“两落”的过程。所谓“三起”，即：（1）地质部成立后的初期阶段，即第一个五年计划阶段；（2）国民经济的调整、巩固、充实、提高阶段；（3）党的十一届三中全会以后阶段。所谓“两落”，即“大跃进”和“文革”两个时期。“三起”、“两落”的显著标志，就在于各个时期的人身事故发作次数的急剧降、升。
The process of carrying out the work on safety and health technologies in the geological system of our country over the past 30 years is a process of “three ups and downs” and “two falling offs.” The so-called “three starts” means: (1) the initial stage after the establishment of the Ministry of Geology, the first five-year plan phase; (2) the adjustment, consolidation, enrichment and enhancement of the national economy; (3) Third Plenary Session. The so-called “two off”, that is, “the Great Leap Forward” and “Cultural Revolution” two periods. The notable sign of “three ups and downs” and “falling off” lies in the drastic drop in the number of man-made accidents in various periods.
