7月8日,辽宁召开全省加强和谐劳动关系建设工作会议,中华全国总工会副主席、书记处第一书记王玉普到会并讲话。此次会议出台了《中共辽宁省委辽宁省人民政府关于加强新时期和谐劳动关系建设的意见》,提出了加强新时期和谐劳动关系建设的总体要求和目标任务及加强和谐劳动关系法规制度建设、依法规范用工和完善收入分配调控机制、建立健全劳动关系调处和监督机制、建立健全困难职工救助体系等加强和谐劳动关系建设的具体措施。一个省级的工作会议,全总高层领导人亲自参加,并发表重要讲话,这其中传递出的信息值得关注。在市场经济条件下,劳动关系成为最重要、最基本的社会关系,劳动关系的协调稳定是和谐社会的基础和前提。作为工会工作者,必须关注转型时期劳动关系的状况和特征,作为劳动关系矛盾的产物,工会在构建和谐劳动关系上必须主动作为。劳动关系是一个非常宽泛的概念,就劳动就业环境层面上看,至少有以下几个方面的问题值得关注。
