列述了职称与职务之区别 ,指出了现行限定职称评定指标的评聘方法之弊端 ;(1)不利于调动专业技术人员的积极性 ;(2 )使用人单位选聘职务的工作流于形式 ;(3)实际资格相同的人员会因所在单位不同而职称不同。改革现行职称评聘的思考 :职称评定彻底放开、取消指标限制 ,凡是具备某级职称条件的专业技术人员都应承认其相应级次的职称 ,单位按“需”聘用 ,以真正实行评聘分开
