法国著名经济学家居伊·索尔芒(Guy Sorman)生于1944年,1964年毕业于法国巴黎政治学院,1969年曾就读于法国国立行政学院,1970年起执教于巴黎政治学院并在美国加利福尼亚、纽约和阿根廷等地从事教学工作,现任法国第一个有关地方行政管理的索尔芒出版社社长.他著有《美国保守革命》(1983年)、《自由决策》(1984年)和《国家最小干预》(1985年)等专著,其中《自由决策》曾获1984年法兰西学院奖.上述三本著作在法畅销,已有英文、日文、意大利文、德文等译本在一些国家发行.本文是他在1986年11月3日至10日应中国社会科学院邀请来华访问时的讲演稿.作者在理论上是反对计划经济的,但文章写得严肃.文中对计划经济的批评和对“自由主义”的鼓吹也许有失之偏颇之处,但他提出的一些论点或许对我国学者有所启发.现将译文摘要发表,供读者参考.
Guy Sorman, a famous French economist, was born in 1944, graduated from the Paris School of Politics in France in 1964, studied at the French National Institute of Administration in 1969, coached at the Paris Institute of Political Science in 1970, , New York and Argentina, and is currently the president of Solman Press, France's first local administration. He is the author of “The American Conservative Revolution” (1983), “Free Decision Making” (1984) and The Ministerial State Intervention (1985) and other monographs, of which “free decision-making” was awarded the French Academy Prize in 1984. The above three books are sold well in France, with translations in English, Japanese, Italian, German and some other countries This article is his speech in his visit to China at the invitation of Chinese Academy of Social Sciences from November 3 to November 10, 1986. The author opposes the planned economy in theory, but the article is very serious.The criticism of the planned economy The advocacy of “liberalism” may be biased, but some of his arguments may give some inspiration to Chinese scholars.
