石油作为重要战略物资,长期在国家严格的指令计划中运转配置,但随着我国市场化改革进程的加快,通过市场配置石油资源已势在必行。当前,石油流通领域尚未形成统一、开放、有序的市场体系和价格形成机制,有待进一步改革。建立石油交易市场作为构建中国石油大市场的举措之一,国家有关部门正在积极研究实施方案。原上海石油交易所总裁杨景民经过多年跟踪研究,提出创建中国石油大市场的战略构想,引起业界广泛重视。
As an important strategic material, oil has long been deployed in the country’s strict directive plan. However, with the acceleration of the marketization reform in our country, it is imperative to allocate petroleum resources through the market. At present, a unified, open and orderly market system and price formation mechanism have not yet been formed in the field of oil circulation, awaiting further reforms. Establishing a petroleum trading market As one of the measures to build a large oil market in China, relevant state departments are actively studying the implementation plan. After years of tracking research, Yang Jingmin, former president of Shanghai Petroleum Exchange, put forward the strategic concept of establishing China’s large oil market and aroused widespread attention in the industry.
