420 sets of diesel locomotives imported from the United States by China’s railways consume 3,000 to 4,000 tons of oil each year and require the U.S. railways to have three generations or four generations of oil. Now China’s railway oil is only equivalent to the level of second-generation oil, imported oil additives each year consume a large amount of foreign exchange. In order to solve the need of importing locomotives and developing domestic high-power locomotives, the three and four generations of oil experts of the Ministry of Railways inspected the United States in November 1986 and visited the United States Chevron Chemical Company, Lubrizol Corporation, General Motors Electric Company, the American Institute of Railways Chicago Technical Center, Southwest Institute lubricant evaluation center and the United States Bureau of Standards and other units.
