政府资产管理是政府内部服务管理的一个重要组成部分,是机关事务管理部门为政府开展公共服务、处理社会事务、组织并提供物质服务保障的基础性工作,也是一项政府对自身内部事务的管理。政府资产管理的效率如何,直接影响到政府内部服务质量的高低,反映了一个国家的行政管理水平。因此,高效节约的政府资产管理体制在一定程度上代表了一个服务型政府以顾客为导向的施政理念。以顾客为导向,就是要求政府以人为本,从科学发展的角度,强化服务和效能理念,使政府资产管理的政策制定、执行和监督相互协调、相互制约,以最低的行政成本,取得最佳资源配置效果。树立了顾客导向的服务理念,政府部门之间就能减少利益磨擦,集中精力提供公共服务、解决社会事务,成为受民尊重的政府。
