20世纪90年代以来,治理和善治的概念在国际社会逐渐流行起来。在关于治理的各种定义中,联合国全球治理委员会的定义具有很大的代表性。其定义是:治理是各种公共的或私人的个人和机构管理其事务的诸多方式的总和。它有四个特征:治理不是一整套规则,也不是一种活动,而是一个过程;治理过程的基础不是控制,而是协调;治理既涉及公共部门,也包括私人部门;治理不是一种正式的制度,而是持续的互动。
Since the 1990s, the concept of governance and good governance has become more prevalent in the international community. Among the various definitions of governance, the definition of the UN committee on global governance is highly representative. It is defined as governance is the sum of many ways in which various public or private individuals and institutions manage their affairs.
