警示图案能更有效地阻止新吸烟者,尤其是对妇女、儿童和青少年以及较低文化水平者来说,简单、易懂、直接的图案更能影响他们。中国在大陆以外销售的卷烟都印有警示图案,但国内却没有。我国政府于2003年签署了世界卫生组织《烟草控制框架公约》(简称《公约》)。2005年8月全国人大常委会批准《公约》,并于2006年1月生效。这表明中国政府完全认同烟草对人民健康的危害,并承诺实施《公约》提出的各项控烟原则和措施。但是11年过去了,我国控烟进展迟缓,卷烟产量不降反升,2014年卷烟产销量比2005年增加近35%,是在全球
Alert patterns can stop new smokers more effectively, especially for women, children and adolescents, and those with lower literacy levels. Simple, easy-to-understand, direct patterns can affect them more. Cigarettes sold outside China on the mainland are printed with warning signs but not in China. My government signed the WHO Framework Convention on Tobacco Control (the “Convention”) in 2003. In August 2005, the NPC Standing Committee ratified the Convention and entered into force in January 2006.
