如果把税收事业比作一部驶向未来的列车,那么,科技、管理、人才则是构成这部列车滚滚前行的主要驱动力。其中,科技、管理的发展归根结底取决于人才的状况,因此,人的要素是推动税收事业不断向前发展的最重要引擎。伴随着经济全球化发展,税务管理规范化、征管手段科技化、税务规则国际化成为一种趋势。顺应潮流、与时俱进,全国各级税务系统紧扣税收工作主题,大力实施人才兴税战略,开展了多层次、多渠道、大规模的教育培训工作,涌现出一大批“爱岗敬业、敬业专业”的优秀人才和先进集体,推动各项税收工作不断向前发展:税收收入高速增长、征管质量和纳税服务水平持续提高、精神文明建设成效显著……与此同时,税务培训逐步向纳税人拓展,宣示税法精神,解析税收政策,倡导公平、公开、公正的法律理念,在提高税法遵从度、促进征纳和谐等方面发挥了积极作用,构成税务教育培训领域又一道亮丽风景。近日,本刊记者分赴安徽、山东、湖南、秦皇岛,对上述各地干部教育培训的理念、培训的机制和手段、不断创新的方式和举措进行了采访,构成了本期的策划主题,目的是展示成果、交流经验、促进提高。
