中国加入世贸组织一年来,对普通百姓来说,并没有见到入世前所预想的“枪林弹雨、炮火硝烟”的场面。但是,“随风潜入夜,润物细如声”,入世的确给中国带来了巨大的变化:国民经济持续健康发展,出口增长迅速,外商投资如潮如涌。但同时,随着竞争加剧,社会就业压力加大,发展不平衡问题严峻,居民收入差距扩大。对中国石油石化行业而言,无论从政府职能的转变,还是从石油石化企业结构调整、深化改革等方面来看,都使人切实感受到入世所带来的前所未有的变化。盘点入世一年来石油石化行业的发展,总结一年来经验及教训,对积极迎接挑战具有十分重要的意义。
In the past year since China’s accession to the WTO, ordinary citizens have not seen the scene of “bullets, fire and smoke” envisioned before China’s accession to the WTO. However, “when the wind sneaks into the night, it flows into the night as a sound.” The accession to the WTO did indeed bring about tremendous changes in China: the sustained and healthy development of the national economy, the rapid growth of exports and the surge in foreign investment. However, at the same time, as competition intensifies, social employment pressure increases, the problem of unbalanced development is grim, and the income gap between residents is widening. For China’s oil and petrochemical industry, both in terms of changes in government functions, or from the petroleum and petrochemical enterprises restructuring, deepening reform and others, all make people truly feel the unprecedented changes brought about by the accession to the WTO. Taking stock of the development of the petroleum and petrochemical industry during the past year after China’s accession to the WTO has summed up the experiences and lessons learned in the past year and is of great significance to actively meeting the challenges.
