随着国民经济基础行业交通运输业的的迅速发展,大连港务局每年的建设和改造项目也在日益增多。如何加强施工项目的管理,使各项工程达到经济、优质、高效的目的已成为一个新的课题摆在我们面前。大连港务局在黑咀子码头大型技术改造工程中,首次实行业主负责制并获得成功,为全国港口系统探索工程项目管理方式改革提供了值得借鉴的成功经验。 大连港黑咀子码头是我国目前最大的地方性码头,主要承担大连市民用生活品的运输业务。为了缓解黑咀子码头泊位能力不足,进一步改善大连市的服务环境,大连港务局投资2975万元,对该码头的泊位进行技术改造。为了确保工程质量和进度,尽量节省投资,大连港务局在该项工程施工管理上首次实行香炉礁港务公司业主负责制,该公司与港务局签定了以包工程内容、包投资、包工期、包质量为主的承包合同,制定了相应的奖罚办法。该工程于1992年10月1日正式动工,1993年10月31日竣工,新建泊位4座,其中2000吨级、3000吨级泊位各一座,500吨级泊位2座,新增场地面积3.9万平方米,每年为大连港新增吞吐能力60万吨。由于在工程项目的管理上实行了业主负责制,进一步理顺了建设单位与使用了的关系,极大地调动了建设单位的积极性,在各有关方面的配合下,使该项工程收到了投资省、工期短、见效
