一、问题的提出近年来,因中小学生课业负担、心理负担过重导致学生厌学、逃学,甚至轻生:家长给学生施加压力,教师体罚和变相体罚学生,造成学生致残、致死等恶性事件时有发生,这足以证明:减轻学生过重的课业负担,培养良好的心理素质,是一件刻不容缓的大事。中小学生负担过重是长期以来困扰我国教育工作的顽症,已经成为青少年健康成长的障碍。多年来虽然采取过很多措施,“减负”的呼声一浪高过一浪,但“减负”工作始终是举步维艰,收效甚微,个别地区学生负担有增无减,学生综合素质越来越低,这与素质教育是相悖的。因此,必须深化教育改革,不断创新,积极加强减负对策研究,努力探索行之有效的提质措施,
