广东顺德“大部制”改革,41个机构变成16个,上海浦东政府机构数量大幅精简,天津滨海新区着手十项改革,“大部制”改革正以接力棒的形式向全国蔓延。从组织理论上看,“大部制”改革是调整组织结构、应对组织环境的重要措施之一,但在现实的实行过程中,“大部制”仍然存在一些困境,必须有相应的解决措施,才能保证“大部制”改革的顺利进行。
